I bet the the decade of the 1990s and 2000s were the best decades for film coz it created one of the best fantasy films ever like Harry Potter, The Lord of the Rings and The Chronicles of Narnia.

Film & TV on DVD
The 1970's is probably the best decade for film largely due to the fact it was a Director's era. (Scosese, Hal Ashby, Michael Cimino, Coppolla, Sidney Lumet etc)
